	President Obama signed the Ryan White HIV / AIDS Treatment Extension Act of 2009, while mentioning his administration will also be lifting a 22 year ban on persons with HIV or AIDS from entering the United States. President Obama signed legislation providing treatment and support to 500,00 Americans living with HIV or AIDS. President Obama stated, "this is a virus that has touched lives and decimated communities around the world." The Ryan White HIV/AIDS Treatment Extension Act of 2009 is named after Ryan White. Ryan White contracted HIV/AIDS from a blood transfusion as a 13-year-old-boy in 1984. He and his family fought for his right to continue attending school in his central Indiana town of Kokomo. Referencing to Ryan several times during his speech today, President Obama stated that at the time, "ignorance was still widespread. People didn't yet understand or believe that the virus couldn't be spread by casual contact. Parents protested Ryan's attendance in class. Some even pulled their kids out of school. Things got so bad that the White family had to ultimately move to another town." In 1990, Ryan lost his battle with HIV/AIDS. Ryan's mother Jeanne attended the signing and speech that was held in the White House Diplomatic Reception Room. Those that knew Ryan say he left behind an international legacy, attracting attention to his fight for acceptance and understanding. President Obama stated that because of Ryan's courage and determination, "we didn't just become more informed about HIV/AIDS, we began to take action to fight it." Speaking of the ban that prevents persons with HIV/AIDS from entering the United States, President Obama stated, "On Monday, my administration will publish a final rule that eliminates the travel ban effective just after the New Year." He stated the ban was originally enacted based on "a decision rooted in fear rather than fact." President Obama made specific mention that the process of moving this legislation forward started in the Bush administration. He also hopes that signing this legislation is "a step that will encourage people to get tested and get treatment, it's a step that will keep families together, and it's a step that will save lives." Acknowledging the work that went into the Ryan Act, Obama thanked those that helped draft its legislation, stating, "I also want to acknowledge the HIV community for crafting a consensus document that did so much to help move this process forward." According to White House statistics, 1.1 million Americans are currently infected with HIV or AIDS and more than 56,000 new infections are reported each year. I think that if you have HIV/AIDS and your from a differant COuntry, YOU should not be alloweed in this country or any other country, this just shows how the oboma addmin wants to screw everything up. they are trying to fight for the wrong things instead of taking back a bill foucus on The 1.25 trillian def in america,, also i think that it is sad that ryan lost his life to aids but why have more people who have aids come to america and who knows give it to people because they dont want to tell there partner that they have it i say NO MORE IN THIS COUNTRY

i dont think they should allow other people from other country's to come in if they are positive. there is no cure. so why bring in outsiders, who could easly infect more people in our country... i say focus on the cure, and when and if they find one then lift the ban. so they can get treatment. but sense there is no cure, there is no point for them to come here to begin with for treatment, its harsh and cold, but why put others at risk, who might get infected, from an outsider.

As far as health care goes, we obviously need to make sure that a larger number of Americans are covered. That's a good use of government resources as hospitals are already paying massive amounts when non-insured individuals visit the ER (where hospitals are obliged to treat them). That cost is passed on to the government. However, this bill that the Democrat party has put up is garbage. President Obama does not understand the first thing about health care, and that is the primary cost of procedures has been artificially inflated due to abusive litigation and subsequent defensive medicine. Hospitals have to pay malpractice insurance agencies extreme sums of money to cover their staff and this cost is passed down by extremely high procedure costs which is then taken up by the insurance companies and passed down to the working man who pays higher premiums. Obama is a dumbass. He doesn't care that the government is going to foot a bill that is far larger than needed. Why? He's a lawyer. Lawyers make a ton of money on the litigenous system in which we live. Pass some god damned malpractice tort reform and this bill will be so much more efficient for its cost.

For the purposes of answering that, I feel that I must take up post as Devil's Advocate. We COULD consider it a basic human rights issue and how wonderful it is and all, but come on! The United States has been its own country for a long time. We are not a fledgling society that needs the nods, winks, and encouragements of a worthless European organization with only enough power to whisper the world into peace and hope someone heard it. Honestly, this legislation is ludicrous! Why does our country honestly need to be devoting its time to something like this? Where did all those promises I heard about last November go? Where's my money? We need to stop thinking about what will make the world look at us with better eyes and focus on what will actually help the people that are living in the United States. I can't for the life of me see how this bit of legislation is going to help my parents keep their jobs or how it's going to improve the way of life for anyone. Please someone...tell me how this helps the people of the United States rather than some self appointed bureaucrats in Washington and their cohorts in the United Nations.

honey are you healht care worker ejbonk i could proably look up health care file in your name very easly if you been in the hospital or clinic the goveremtn knows your info anyways you guys are afraid of things that already possible man i dont know what to tell you its not creepy cause i know docters and nurse know my info already and if your afraid telling your docter your health issues well it sad cause HIV and Aids are a big problem. i dont know why gay men get all worked up abou this i health care would like to help people and i think its great bill that passed you guys freaking out.

Pickledi, in many countries there is a mandatory reporting process that links an individual to their HIV status. This is usually seen by U.S. Customs agents as an alert when the individual's passport is scanned. In most countries, the government runs health care so the government has access to all the private health information of its citizens. Kinda creepy in an Orwellian way.

I think both move are a good step forward. I think the fear among those who state that allowing immigrants with the disease into the country will increase infection rates are basing their information on the current increasing rates of transmission. The problem is that most younger Americans do not have the same sense of fear, generally, about contracting the disease as those who watched entire communities get decimated. However, even allowing for the fact that allowing immigrants who are infected into the country could increase transmission rates we are not going to see rates of infection currently seen in Africa, where some countries are practically going to disappear.

I don't understand how we can ban ppl with HIV/AIDS from entering the country. How the hell do we know if they are infected or not, it's not like they run around with a "scarlet H or A" branded on their forehead. Ignorance is what kills people.

Ok, honestly travelsizegay, this may not have been the time or place for such a rant. In respecting what you've said, I agree that the US has many issues in dealing with health care and that our health care coverage is definitely far from universal while also remaining one of the most expensive in the world, but though you talk of free health care coverage, the fact doesn't truly exist. There is no such thing as a free lunch...let's all keep that in mind. Plus, more people being treated means more time spent waiting TO be treated. The process doesn't get any easier just because we want it to. Come up with a good solution, and you'll have my vote. As for the article, interesting to say the least and a little eye opening. I didn't recall that the US had a policy restricting immigration by people with HIV/AIDS, though after hearing about it, I'm not surprised. But, the point has already been made that an influx of people with HIV/AIDS may result in an increase in the infection rates of America, which is of course a possibility. It'll all come down to seeing whether it actually does have an effect or not, but then again, this legislation has one of those "feel good" aspects to it. I'd much rather see constructive policies being made for the country than a repeal on old legislation that can't, as I can tell, mend the problems that already exist today.

and to top it all off there are so many americans who dont have any health care! men women babies who cant afford to be seen by a doctor because they are poor...fix the health care problem in america before you allow more immigrants to infect the already suffering masses of the united states! illegal and legal immigrants come into this country all the time and are given free housing free health care free money to start new businesses free etc and the government wont even allow a baby to see the doctor without a parent who can pay for the doctor visit...there are many countries who provide to their citizens free health care and pay the hospitals directly instead of forcing a baby's broke single mother to watch their child suffer. why cant america help out its own since we are such a great country,,,oh wait the answer is cus GREED and helping the rest of the world is more important than the ppl who elect our politicians...sometimes i wonder how our country got so bad...WHEN I RUN FOR PRESIDENT VOTE FOR RICHARD LIPPERT!!! i will actually listen to the voices of those who elected me. i will force a change to this country so fast that ppl will look at me and go "omg someeone who actually cares..." i hate seeing my neighbors kid break his arm and rush to the hospital and wait for all the paperwork to go through before they can see the kid. and then have to pay ass loads of money they dont have to pay for the ER visit, the procedure to reset the bone, the multiple casts to keep the bone in place and heal correctly and the office visits to make sure the bone is healing correctly...the family is already down on their luck from the economy dying like it has!!! the family has no money!!!!! and u expect them to pay 2900 for the broken bone?!?!?!?! MY FRIGN ASS!!! VOTE FOR ME IN 25 YEARS!!! ILL RIGHT THE WRONGS OF OUR COUNTRY REAL QUICK...AND I WILL USE A CAR NOT A FUCKING PRIVATE JET!!!!!

and so you all who read this know i am very greatful that he signed the bill to allow for the extended support and aid for those already infected but you should all be aware that this bill is for those already inside the USA not those that immigrate in after 2009 is over...i am all for world peace life liberty and happiness but not at the cost of the life liberty and happiness of my friends family and myself...
